Abstract

A generalization of the Qualified Majority Voting (QMV) system is presented in the paper. As a measure of a power of a voter, so called normalized Banzhaf index is used. A backtracking type algorithm for calculating a normalized Banzhaf index is introduced. The practical use of the algorithm is presented on the case of calculation of the most favourable set of the QMV thresholds for a given country within European Union such as Slovenia.
